Because the site is static there are no plugins to patch and no database to migrate — which is exactly why this can be $79 rather than the $150+ a WordPress site genuinely needs. Explicitly optional: your site works perfectly without it, and you can cancel any time.

Do I have to take it?
No. It is an add-on, not a condition. Your site runs perfectly without it and nothing expires if you decline.
What counts as a small change?
New photos, changed prices, updated hours, a new team member, swapping some text. If a job is bigger than that we will tell you before we start, not after.
